The U.K. has a long history of establishing marine protected areas for fisheries management but protected areas for nature conservation are a more recent idea. Several marine protected areas were set up in the late 1970's on a voluntary basis and the first statutory site was established in 1986 as a "marine nature reserve". Commercial fishing interests have opposed the establishment of reserves and have influenced their management once established. Nature conservation agencies have found it difficult to deal with the opposition. In an attempt to move the debate forward, a group of voluntary conservation organizations suggested an alternative approach -- a two-tier system of protection within a coastal zone management framework. The proposal was unusual in the extent to which management would be shared among interest groups. A common procedure was proposed for all groups: fisheries, nature conservation, archaeological interests and recreational interests. Reaction to this proposal will be discussed.
