During his more than three decades with NOAA, Mike has contributed in numerous areas. The approach he took in his seminal work assessing Oregon pollution ultimately translated into one leg of NOAA's National Status and Trends Program triad. He introduced microcomputers to the office, designed and implemented a nationally-distributed database system, devised a novel approach for data interpretation, and served as database administrator.

With NOAA's Damage Assessment, Remediation and Restoration Program associated with Superfund sites, Mike provided nationwide technical support, drafted the technical and legal basis for NOAA's position as trustee, and managed major ecological risk assessments. He also represented NOAA in negotiations, including a multi-year, multimillion dollar remediation project for Washington, D.C. Additionally, Mike developed the SquiRT cards of screening values which was the number one website download product for many years and exceeding a quarter of a million distributions.

Mike joined the sanctuary in 2009 where he dives to perform coral reef assessments and conduct restoration efforts. His chief of staff role also puts him behind a desk dealing with administrative paperwork.
